The Regional Housing Needs Plan (RHNP) is for the cities of Biggs, Chico, Gridley, Oroville, the Town of Paradise, and Butte County. The purpose of the RHNP is to allocate to the cities and county their "fair share" of the region's projected housing need by household income group over the seven and a half year planning period covered by the plan.
2020 Regional Housing Needs Plan Update
A major goal of the RHNP is to assure a fair distribution of housing among the cities and county, so that every community provides an opportunity for a mix of housing affordable to all economic segments. The housing allocation targets are not building requirements, but goals for each community to accommodate through appropriate planning policies and land use regulations. They are not housing unit quotas that jurisdictions must achieve within the time frame of their next housing element update.
The plan is required by State Law (Government Code, Section 65584) and is based on countywide housing projections developed by the California Department of Housing and Community Development.
